Most modern school districts do allow home schooling, and parents today can tutor their own children if they would rather keep them out of the public school system. Only people with means could afford to educate their children in the past, and having them tutored at home by a professional was often how they ensured their education. Those with a family tradition would send their children away to boarding school when they were old enough, and many generations of a family might attend the same school.
Tutoring at home is still done today, but it is much rarer than ever before. Students are generally expected to attend either a public or private school, and tutoring tends to be reserved for those who are having academic difficulties. There are still societies where children are tutored before they attend formal education, but it is generally done before they are old enough to get into the school their parents have chosen for them.
